On December 20, 2006, five stand-alone casinos received slots licenses from the Pennsylvania Gaming Control Board. Of those five, one was the Wind Creek Bethlehem.

The Las Vegas Sands Corporation developed the casino and slated it to open in July 2008. The first concrete poured for the construction on November 15, 2007. However, delays in the demolition process at the site pushed the opening to 2009.

The casino finally opened on May 22, 2009. It was the only casino in the United States to have ?Sands? in its name after the demolition of Las Vegas Sands Hotel and Atlantic City Sands Casino.

At the end of 2009, the casino received its table games license. It then expanded to offer 180 table games, which included craps, poker, and blackjack. These table games became operational in July 2010. The Sand Hotel opened in May 2011.

At the end of 2016, the casino announced plans to expand the gaming floor and the addition of two restaurants.

In 2019, Wind Creek Hospitality purchased the property for $1.3 billion. The new company planned to add a 300 room hotel and considered building an indoor water park. The sale was finalized in May, and the casino hotel was renamed in July.
